The report on Disinformation and Related Concepts was commissioned by the European Regulators Group for Audiovisual Media Services (ERGA). It aims to provide an overview of the current research on disinformation and related concepts across EU Member States, concluding with potential recommendations. DTDM researchers Ronan Fahy and Natali Helberger contributed to the report.
The report addresses the following points:
(a) Identify and clarify the conceptual definitions of disinformation, misinformation and malinformation contained in EU Member States’ national legislation;
(b) Methods of disseminating disinformation;
(c) Notions of political advertising and issue-based advertising;
(d) Views of media practitioners, media literacy awareness campaigns and fact-checkers, and civil society organisations;
(e) Map the national media, press legislation and regulation;
(f) Disinformation in relation to false news and veracity of information;
(g) Map the legislation and regulation dealing with political and issue-based advertising;
(h) Criminal law perspective to disinformation;
(i) National measures regarding disinformation and COVID-19;
(j) Case law and jurisprudence;
